It was indeed a DIY build with 2.4V10Ah LTO 32145 Cylindrical lithium titanate cells and Heltec 4S LTO BMS 2.4V Lithium Titanate Battery Protection Board balanced BMS from Aliexpress for about $90. Add a DC-DC XL4015 5A Step Down Constant Current Regulator Step Down Buck Converter and 3D printed case, so all in about $150
