It is, but it is not your best sounding option. The vintage GEC/Marconi/Osram U52 5U4G is the best sounding 5AR4 substitute I've ever heard, however they are rare and expensive. The new blue glass Sophia 274B, which is the only 274B that is a direct drop-in replace for a 5AR4 or 5U4G comes very close and is less than half the price of a used U52, but requires 100+ hours to settle down - it is initially bright. Check the Sophia Audio Website and Jeff Day's reviews of the Sophia "Aqua" 274B for Positive Feedback online.
