I prefer fans that exhaust; blowing at the amp always seemed a little more dangerous and more likely to blow dust into the amp. (Not saying my room is dusty, oh no!)
FWIWFM, blowing in or out still moves the air around and through the amp, certainly much more than having no fan at all. A pressure differential system to me implies forced air cooling, which does indeed require plenums and such to constrain the airflow right where you want it. Needful in a high-power (like 100 kW) transmitting amp, and helps your average gaming PC (which probably hits similar power densities in that tight little area), but overkill for most audio amps.
