When is a safety tape not a "traditional safety" tape?

When it gets used as the "running master" for a reissue, either LP, tape, or digital?

My guess is when the "safety tape" is actually a 1-1 tape made from a mixdown tape that hasn't been mastered yet.

But Mark and I were wondering how does Wilder know the difference in sound between the two tapes isn't due to degradation caused by the playing of the master tape (how many times was it used to create masters--or were the tapes even stored in the same place?) vs. the head alignment?
