Leslie 21h current limiting light bulb circuit

This is my first post and I'm a newbie to electronic projects. I picked up a 21h and am going through the amp to be able to play it. I plan to make a new cabinet for it and keep it for many years. Ihave all the replacement caps and resistors, new tubes etc.. and I am ready to begin.. I made a current limiting bulb and tried it out. The bulb lit up bright the first time I fired the amp up . So I looked inside.. the sheathing on the wires coming from the big power transformer were disintegrating and thus causing a short for sure.. I took the transformer apart, put shrink tubing on the degraded wires. And checked all the resistances .. everything looked a-ok no more shorts and all the windings gave what I expected..I put the transformer back in and fired it up with my 300w bulb in the circuit.. it's still on but not as bright. My question.. with these old amps will there always be enough current draw to light a bulb? Or did I just find one short in possibly a handfull of shorts? This is my first amp project so I have no experience for the feel of what it should look like. The picture is how it looked after soda blasting and painting . Any insights are appreciated
