There's obviously a short-circuit somewhere upstream, but the very best thing you can do (IMO) is visit your neighbourhood technician / repairman.
It could be something simple - but you need to take it to a pro to check it out...

I listened to an Ideon EOS streamer, first in Munich and then recently and found it impressive (coherent, dynamic, sufficiently detailed...).
I use a dedicated MiniX pc with an aftermarket linear PS and the EOS was better.
I have indirectly: Fynes in one room, Living Voice in another (identically sized) room, so the comments that follow are approximative at best. Electronics were the NAD (the Purifi model). I don't remember the streamer - source was Qobuz.

You are probably thinking of something else -- but if not: the filter used by your DAC does just that -- reduces noise contained in the incoming signal. In other words, yes, we do use upchain devices & s/w to correct possible irregularities in the signal. Likewise with "reclockers".
