    What speakers will you be driving with this amp? The 12AX7 is for gain and will greatly influence the sound. As stated above, 5751 has less gain. Brimars add a lovely warmish timbre with good highs.

    Did you allow proper time for the Psvanes to burn-in? As for the low gain, maybe the tubes are weak. Did you buy from factory or dealer? Some dealers don't test tubes to high tolerances. Gm or emission could be low. Or maybe they have lower plate current and don't play loud.
