Need help with skating issue on Pioneer PL-55x turntable.

Just picked up a Pioneer PL-55x turntable. Cleaned it up and oiled the usual parts. Runs and sounds great however I have a skating issue. Tonearm pushes out even with 0 antiskate. Even went so far as to disconnect the spring underneath so I know its not an issue with that mech. Seems to be a balance issue with the tone arm. I tried adjusting the small weight underneath. It was set in the middle but had no effect.

What could cause an s shaped tone arm to always drift out?
