So looking at my mediocre upload speed, how much is due to my lousy Time Warner service (BTW, my numbers vary all over the place), and how much is traceable to the modem/router?

AT&T U-Verse High Speed Internet Max (Download up to 12 Mbps)

Just had AT&T out to re-wire from the pole to my house..... Had intermittent sync issues. Those have been resolved. Was hoping the speed would increase a bit but... guess not.

Nooooooooooooooooo!!!!!!!!!!!!!!!!! What really sucks for me is that the Telcos here are dragging their feet laying fiber. While I understand the capex involved, I just don't see myself getting anywhere near those speeds in the foreseeable future. :(

Jack,

In this country I am resigned to the fact that we are stuck with single digit speeds, sad to say, and LOW single digit speeds. Though I do not need much speed as I rarely download anything, I have been forced to be contented with speeds that are a lot faster than dial-up. 64mbps is an incredibly insane speed which I think these islands will never see. As you said you are subscribed to 12 but get only around 2. I am subscribed to .5 for the last few years but get .3 as a bundle plan to my phone, and I was thrilled because it was heaven compared to dial-up. Now that .5 subscription broke down a few weeks ago due to the provider's so called migration of cable lines. Took them 10 days to fix it, in between I had to buy a USB broadband stick from a cellular phone provider which was slow when it rains hard. :) Now after 2 weeks of downtime, they 'upgraded' my plan to 1.5mbps but in actuality I get only 1mbps. I figure that may be better than paying 12 and getting 2. :D I wonder how Bruce's speed translate to downloading a 1 gig movie? 2 seconds? :D
