for example: 68db gain in SS phono stage has the same drive/power like a 68db in tubes phono stage?

Without getting into the complexities of what "drive" and "power" mean in this context, the simple answer is "yes". The gain in phono or line-level stages refers to voltage gain and is the same no matter the device that provides the gain.
